Vaughn is able to scare off two government agents through sheer force of will because of how powerful he is. They threaten to return later, but leave anyways. Like one of them states, he's a mere ''school headmaster''. However, imagine if you were in their position: violence is commonplace in their world. Sure, maybe you have the power of the law behind you, but who knows what high-tiers might do to you before reinforcements come if you insist on stepping on their toes.
** After being [[spoiler:expelled]] from New Bostin, John is sent to a facility to be [[spoiler:brainwashed into obedience]]. Of course they'd do that: If he were to grow up wild and distrustful of the social hierarchy, who knows what he would become as an adult with his powers fully developed. And this one is a double-whammy too: Earlier chapters in Season Two [[spoiler:show that John is still an emotional wreck from the whole ordeal]]. Taking a traumatized kid and ''traumatizing them further'' will only lead to more disaster, [[spoiler:and the Joker epidemic in Wellston is there to prove it]].
** Regarding John's emotional well-being, [[spoiler:being mentally tortured after an already psychologically damaging event]] won't do the kid any favours. He may have been able to keep it together for the better part of one year, but the second a traumatic event triggers his trauma [[spoiler:- like Arlo's ambush -, the whole emotional baggage comes crashing down on him, and, given his powers, everyone feels it]]. And even the "keeping it together" part may be seen with some suspicion. His utter refusal to [[spoiler:use his powers]] and adamant determination to live as a cripple can easily be construed as a result of being [[spoiler:mentally tortured as a punishment for the last time he used his powers]].
** Superheroes exist in the setting, but they are not glorified celebrities. Instead of cool costumes and grand secret bases, most of them wear everyday clothes and live normal lives. Being a superhero is not a job. And, aside from that, they are not beloved and relied on, but rather mocked and mistrusted, just like any other person operating outside the law would be. You're not gonna be jumping with joy if your neighbour Greg start arresting people on the streets, you're gonna be scared of him. Even if his intentions are good. No matter the circumstances, people won't take kindly to the ones that disrupt social structure.

So while the injuries combatants receive are definitely serious enough to cause internal damage and bleeding from the mouth, those same injuries that would be a serious problem for a normal, non-powered or low-tier person are something mid-tiers and high-tiers can survive. Some powered individuals even get mouth-bleeds as a substitute for PsychicNosebleed -- Arlo takes damage whenever his barriers are cracked or broken, and it shows up as a trickle of blood from the corner of his mouth.

And this one is a double-whammy too: Earlier chapters in Season Two [[spoiler:show that John is still an emotional wreck from the whole ordeal]].
