It's possible that because the Fighting Deities exist to test the player's skills, Havoc Dragon might be one of them as well.

* After all, both locations are accessed through a poisonous island (Gate to Hades in Denpa Men 3 and Hades Island in Denpa Men 2) which leads to the actual dungeon. With Malignus defeated, it's possible that the Evil Witch took over the Gate to Hades and transformed it into The Inferno.
