* The former due to it being set in a children's show like place where most of the bears have different colors and cute names (another thing is that) and the latter due to the fact that every bear is made of fluff (even Naughty has a bitten off ear with fluff still on it and some scars look like sewn together ones) and some of the designs on the island buildings looking similar to the stores.

* First everyone comes back the next day apparently, so death literally has no consequence beyond some mental trauma and a days worth of time lost so fear of death is out.
* Second it's not like this behavior is new or they are surprised by his actions. They may be scared but nobody ever seems surprised that Naughty is on a murderous rampage at any point.
