Chet is well aware that he's a coward, and he clearly feels guilty for abandoning Norm's quest for the truth; when the Vault Dwellers who are heading to Vault 32 are leaving, Chet is clearly uncomfortable with Steph's promotion to Overseer, given that he and Norm have realized that *all* Overseers have, like Steph, come from Vault 31. Come Season 2, Chet will now be in the new Vault, pseudo-married to the Overseer, and in the perfect position to find new information/help Norm, possibly even saving him from Vault 31, once he can't ignore his guilt anymore or enough suspicious things happen that he can't overlook. Chet may not survive, but he'll do or provide something pivotal in the unmasking of TheConspiracy and redeem himself for his earlier inaction.

*Given the fact that the epilogues for Dead Money imply the Courier and Ulysses fought an epic battle against each other in Lonesome Road, Ulysses is probably dead. Though if New Vegas is removed from cannon or if the legends just distorted the facts then Ulysses could be alive.
