It is stated that Milena Romanova's husband, whom Makarov knew quite well, died by falling on a knife 9 times, and conveniently, Milena inherited her husband's fortune while Vladimir gets a private army, making this account rather suspect. Who's to say Makarov didn't [[MakeItLookLikeAnAccident arrange for the husband's death to look like an accident]] so that Romanova could take his money? That is certainly something he'd be capable of doing.

As the previous game's {{Stinger}} shows us, the attack starts off on a plane. Trailers for the game proper show us multiple attacks across Russia, with the civilian massacre taking place in Verdansk's stadium. The plane will have someone of interest on-board, possibly the president and his daughter again, and after crashing the plane, Makarov and his men will carry out the mass slaughter.
