The way someone is turned into a true vampire (not just a mindless doll) is to be bitten and then drink the blood of the vampire that bit you. Joey was bitten by [[spoiler:Frank]] and then find a lollipop with the stick covered in blood. If that blood is [[spoiler:Frank's]] considering he literally exploded right in front of her, she may become a true vampire from the blood on that stick.
