As Takyoku Value is defined by quantity and quality of souls, in form of spiritual mass, it is always a given that Hadou Gods are stronger, since they can simply absorb more souls, take more space with more souls and therefore have vastly more spiritual mass, while Gudou Gods are limited to only one soul.
