Being in a position of authority over others does not and should not excuse you from accountability if you abuse that authority. But at the same time, there are genuinely good cops like Ichika and Mochida, and blaming all cops for the behavior of the corrupt ones is wrong.
** You shouldn't excuse a criminal's actions, but you shouldn't forget they're still people and might need help as much as anyone. All of the Adonis members in the game are victims who were failed by society or authorities--but still made the conscious choice to murder others in response to what happened to them, which only creates more victims. On Shiraishi's route, Ichika makes it a point to say that while [[spoiler:Shion and Suzune]] need to be held accountable for what they did, their pain is valid and they need rehabilitation as much as they need to face justice.
