While the game received good to average reviews, it was widely deemed inferior to its predecessor ''Yakuza 2''. The game was also subject to controversy for having omitted content when it was localized for release outside Japan. Certain mini-games, sidequests and features such as hostess clubs were no longer available despite having appeared in earlier titles. According to Sega, they were under tight time constraints to localize the game, and either they would have to remove certain features or not release the game at all, and they decided to remove elements that people outside Japan were not familiar with and wouldn't resonate with western audiences. These features would return in the sequels.
