Maybe Kraven just ''thinks'' Vulture is a cross-species?

He tells him that he wants to do the same thing, to stop criminals forever. Surprisingly, Spider-Man agrees with him. But he says that feeling anger and the desire for revenge is human. What's important is whether or not he acts on those feelings.
