** Recruiting EVA if you botch recruiting her on a run where you recruit Ocelot all-but requires a guide, as her recruitment side-quest is tied to Ocelot's, the issue is that the game won't trigger alot of the same spy reports/interrogation dialogue that you used for Ocelot but they are still required for EVA, (For instance, you'll need to interrogate an official, with Ocelot Available, he'll give unique dialogue, if you've already got him, despite him now giving generic dialogue, you still need to interrogate him to trigger the flags for EVA.)so alot of it is interrogating characters unprompted, with no indication unlike the first time around that you've triggered events.
