Fully justified though, as not only is Kiryu recognizable on sight around those streets, but by the time of the game they are swarming with Omi Alliance members, who would not take kindly to the sight of the 4th Tojo Chairman alive and well.

Simply put, if you don't have the proper equipment to be able to block his knife-based attacks, he ''will'' shred through your health bar like wet tissue paper. He earned his namesake, at least.
