Ryu is a lower-level citizen who happens across a [[CuteMute young mute girl]] named Nina with a pair of artificial wings grafted to her back. Discovering that the polluted air of the lower levels is slowly killing her, he resolves to rebel against the government and take her to the surface where there is hopefully clean air. But Ryo's quest takes an unexpected twist when he accidentally fuses with a mysterious dragon, gaining the power to transform into [[OneWingedAngel an obscenely-powerful draconic hybrid]] but at the [[DangerousForbiddenTechnique cost of his own lifespan]].

Joining Ryu and Nina is [[CoolBigSis Lin]], a member of LaResistance who wishes to topple the D-Ratio system and expose the secrets held by the [[TheOmniscientCouncilOfVagueness six shadowy rulers of the underground world]]. But chasing them down is Bosch, a high-ranked aristocrat and [[TheRival Ryu's former partner]], whose pursuit of the trio [[RivalTurnedEvil quickly becomes very personal]].

Dragon Quarter has some very interesting gameplay mechanics. The SOL (Scenario Overlay) system encourages you to restart the game from the beginning of the story while retaining items and experience and raising your D-ratio, which allows you to access new cutscenes. The [[DeadlyUpgrade dangers]] of morphing into a dragon are reflected in the D-Counter, which goes up in percentage every time you use those abilites (and even outside of battle, when you aren't) and can only be lowered through restarting the game through the SOL system. While you're allowed to suspend your game through quicksaves that are deleted once you resume, permanent save files could only be created through rare save tokens, making the game quite [[NintendoHard a challenge]].

Dragon Quarter has some very Quarter's most interesting gameplay mechanics. The mechanic is the SOL (Scenario Overlay) system system, which encourages you to restart the game from the beginning of the story [[NewGamePlus die and start over]] by increasing your D-Ratio according to what you accomplished during that run while retaining items and your experience and raising items. Depending on how high your D-ratio, which allows D-Ratio is, you can see new cutscenes that reveal previously-hidden details, open locked doors to explore new areas, and even get access new cutscenes. The [[DeadlyUpgrade dangers]] of morphing into a dragon are reflected in to better equipment. Making this more relevant is the D-Counter, which goes up in percentage every time you use those abilites (and even outside of battle, a timer that starts when you aren't) Ryu bonds with his dragon and can only be lowered through restarting the game through the SOL system. is constantly counting down to his eventual death, speeding up dramatically if he uses any of his [[GameBreaker broken draconic powers]]. While you're you are allowed to suspend your game through quicksaves that are deleted once you resume, quicksaves, permanent save files could only be created [[FakeDifficulty through the use of rare save tokens, making tokens]], giving the game quite [[NintendoHard a challenge]].
