The game's story is confusing to many. This eventually erupted into an event known as the Ikaruga Civil War that the Bureau won. As punishment, the Bureau made the Armagus forbidden to everyone except certain members of the Bureau. They also decreed that anyone who used the Armagus would be arrested and executed without jurisdiction.

They also decreed that anyone who used the Armagus would be arrested and executed without jurisdiction.
