Both are Light’s girlfriend, we’re also longtime childhood friends and mainly they were used by Light for his own goals, though Kazue’s case was much less severe [[spoiler: or deadly]]. Ultimately thou the author stated to have never seen any of the live action films and has only vaguely heard about Shiori, who wasn’t on his mind when writing Kazue. Any of the similarities the two sharing being by complete coincidence.
