Perhaps they realize that this is unrealistic (few if any arcades actually develop their own machines- Molly Fantasy and Chuck E Cheese are exceptions rather than the norm, and even then design and manufacturing is usually outsourced to a proper game development company. Most arcades just buy completed machines from game companies).
