Him wishing for Cosmo and Wanda to become Timmy's godparents again would've fixed the conflict of the episode while ignoring StatusQuoIsGod. Not to mention that Chester could keep Norm as his slave, [[FateWorseThanDeath which is probably a more fitting punishment for his actions]].
