It's not even a case of Jessica being unable to infect Transformers either, as just prior to that moment she ends up being the one to infect Galvatron. Size difference seems to be a factor: Jessica held contact with Galvatron for a few seconds for the infection to take hold, whereas Rodimus later infected Sky Lynx instantly upon contact.
