Luz and Gus are exempt for being the victims and Willow won't be punished because witches suffering from Bile Overload can't be held accountable for their actions while experiencing it. And of course he has Willow transferred to the Plant Track when he finds out that she used plant magic to cheat on her abomination homework, recognizing that her potential is wasted in Homunculus' class.
