Perry White is due to testify in court against members of the Morley Confidence Gang, but his behavior is getting increasingly erratic. After he delivers a series of bizarre orders to his staff, he agrees to go take a break in the countryside with his manservant Jarvis. Flying over on a chartered plane, however, he hears a strange voice that he had previously only heard at home. His search for its source leads him right out the door of the plane, but fortunately Superman has been keeping an eye on him.

Once he arrives at the house, though, he sees the being who produced the voice: UsefulNotes/JuliusCaesar, who says he's finally showed up due to Perry's repeatedly invoking him with his CatchPhrase "Great Caesar's Ghost!" Jarvis, however, can't see or hear this apparition. Perry tenders his resignation to the ''Daily Planet,'' leaving Clark Kent in charge.

Jimmy Olsen, however, asks the ever useful ''Cui Bono?'' question, and figures that the Morley gang are trying to drive the editor mad so that he can't testify in court. He sneaks over to Perry's country house, tailed by Superman, and discovers that in fact both Jarvis and the "ghost" are members of the Morley gang. Superman then hatches a counter-scheme: since word has it that Morley was murdered by his own gang, he disguises himself as Morley's ghost, driving the frightened men to confess everything.
