Fixed Insane Admiral as in the Klingon Empire, and by extension, Klingons are already a developed warp faring species where the Prime Directive doesn't apply. However the Treaty of Alliance, as Picard explained, doesn't allow the Federation to interfere in the internal politics of the Klingon Empire.
