Yates tells the townspeople that Zuckerberg hasn't done anything illegal and refuses to take action against him, despite multiple instances of very illegal things like breaking and entering; granted the people want the police to shoot Zuckerberg, which would indeed be disproportionate, but he doesn't even try to arrest him. Yates does set up roadblocks but Zuckerberg just walks past them and they do nothing to stop him. It's supposed to be reminiscent of willingly surrendering your privacy to social media companies and then demanding the government step in to stop the consequences, but it's still a rather strained comparison.
