In the dead of night, 47 stealthily approaches a lone beach house in Hawkes Bay, New Zealand, as part of a mission to help find the Shadow Client and eliminate him, as per a temporary alliance between the International Contract Agency (ICA) and Providence. The house belongs to various false environmental [=NGO's=] as cover, but really belongs to Alma Reynard, a top lieutenant of the Shadow Client. Infiltrating the deserted abode, 47 finds information on a couple more targets working for Providence, but is unable to find anything about the Shadow Client. However, after finding a security dongle for the computer upstairs, 47 discovers that Robert Knox, a Providence operative, is defecting to cut a deal with the Shadow Client. Just as 47 finishes uploading his findings to Diana, Reynard and her team arrive home. The mission is now to kill Reynard and get out, which 47 does. At his hotel room in Wellington, he gets some brief but vague memories of his past, triggered by the photo the man on the train had given Diana. Diana contacts 47, mentioning that the ICA's Board of Directors giving them the all clear to hunt down the Shadow Client's militia, not least because they're causing panic worldwide with their militia. 47 surmises that Diana didn't tell them about the man on the train, and mentions that "taking a contract for personal gain is against ICA Regulations", which 47 sarcastically approves of. Diana also sympathises with 47's struggle for losing everything, and mentions that's the key reason she's helping him get answers about his past.

Following the information picked up in New Zealand, 47 heads to Miami, Florida, where Robert Knox is located at the Kronstadt Industries expo building, along with his daughter, race car driver and financial prodigy Sierra Knox, racing in the Global Innovation Race. 47 kills them both, and subsequently leaves as if he were never there. Meanwhile, Providence's leaders are furious with their best man axing their own operatives and turning to Diana for help, but the man justifies his actions by revealing their target's identity: a mercenary named Lucas Grey, the head of security for the late Eugene Cobb, and who killed said man, before setting his sights on everyone else in Providence, and mentions that before 1989, he simply didn't exist. Meanwhile, Lucas Grey is in hiding, working with his ally, hacktivist Olivia Hall, who frantically asks Grey to kill 47 whom she sees is working for Providence, but Grey tells her that the assassin is the key to finding a group of people he calls "the Partners", and picks up the phone to call Rico for a favor... Rico Delgado.

47 heads to Colombia, South America, where the Delgado Cartel rein over a small village in the Columbian rainforest. The drug cartel helps Grey's militia by getting them around the world to make surprise attacks and escape undetected. The hit is performed to reduce the range of the militia's attack and weaken the cartel, and to do so, 47 eliminates the cartel's most prominent figures; Rico Delgado, the cartel's head, Andrea Martinez, the cartel's Public Relations agent, and Jorge Franco, the cartel's chemist and cocaine manufacturer. After the mission succeeds, Diana sends an encrypted voice message back to the ICA, and notes that despite completing this part of their mission, the location of Grey is still unknown. Alone, Diana visits a graveyard in Brookwood, Surrey, to the graves of her parents, and remembers the events leading to their death. They were killed when paying respect to Diana's brother, James Burnwoood, who died due to a Chemical leak and contaminated water. Diana's father promises Nancy that "No one's untouchable". As they leave, the family car explodes with Diana's parents inside. A distraught young Diana is left on the ground calling out to her parents as the trees burn up from the explosion.

Meanwhile, in Johannesburg, South Africa, Grey, alongside a team of soldiers, raid an [=ETHER=] lab, and steal a vial from the facility, kill its CEO with a bomb, and publish a hostage video revealing Providence to every single nation worldwide.

Diana notifies 47 of the hostage tape video, and that the Delgado Cartel faked identification passes for Grey's militia, citing one of them, Wazir Kale, a pirate also known as "The Maelstrom", who once killed a Providence CEO in Shanghai and is hiding in Mumbai, India along with two other people, Vanya Shah, a member of his old pirate gang and a prominent bandit, and rising movie producer Dawood Rangan. Despite Mumbai's labyrinthine reputation, 47 follows the intel and kills all three people there, giving the militia a critical blow to their operations.

As 47 and Grey move out to find the Partners, Diana and Olivia contact both to inform that they had faked their deaths to cover their tracks. Grey and 47 heed the Constant's cryptic advice to "follow the money", with Grey determining they should head to a bank in New York City run by a Providence operative, bank director Athena Savalas, intending to extract the data on the Partners' bank accounts. 47 then carries out his mission, offs Savalas and takes the data undetected.

Olivia decrypts the data 47 found, tracing the Partners' transactions to a small Maldivian corporation called Haven corporate services, which prides itself in forming new identities for criminals. However, its access keys to its database are reset on a frequent basis by Tyson Williams, the corporation's CEO and founder, Ljudmilia Vetrova, William's client handler, and Steven Bradley, who is put in charge of Haven's software and technology. 47 infiltrates the resort and facility to kill all three targets, allowing Olivia to extract Haven's data undeterred. However, upon returning from his mission, 47 and his allies discover the contents of the Partners' banks accounts are gone, having been sent to another one under the name of Arthur Edwards, the Constant, who managed to slip away from their grasp during their mission. Grey recieves a call from the boat, and assures 47 that now they have learned of the Partners' identities, they can head off to find and eliminate the Partners' of Providence.

Alone, Diana visits the graves of her parents; they were killed when the family car exploded just as they were about to leave from paying respect to their son. As for Grey, he leads a team of soldiers to raid an Ether biotech corporation branch in Johannesburg, South Africa, steal something from the facility, kill its CEO with a bomb and publish a hostage video revealing Providence to every single nation worldwide.

Diana reveals the Delgardo Cartel faked identifications for Grey's militia, citing one of them, Wazir Kale, a pirate also known as "The Maelstrom", who once killed a Providence CEO in Shanghai and is hiding in Mumbai, India along with two other people, Vanya Shah, a member of his old pirate gang and a prominent bandit, and rising movie producer Dawood Rangan. 47 follows the intel and kills all three people there.

ICA and Providence manage to locate Grey in an abandoned youth correctional facility in Brasov, Romania and 47 travels there on a mission to kill him. However, Grey helps him remember his past; the two men were once subjects in Doctor Ort-Meyer's cruel experiments and made a promise to tear down Providence in revenge. Those memories cause 47 to spare Grey, who reveals Dr. Meyer was working for Providence under its leaders, the Partners, and their right hand man, the Constant. 47 and Grey once tried retaliating against the Partners only for 47 to get captured and have his memory wiped while Grey escaped. Olivia reveals Grey stole an antidote that would negate the memory-wiping serum injected into 47 who decides to help Grey wipe out Providence, despite Diana's reservations. Upon receiving the serum, 47 recalls the first Constant was Janus, a former spymaster who once worked for the KGB.

That house belongs to one Alma Reynard, a top lieutenant of the Shadow Client who has a knack for holding people hostage or killing them to lure out Providence's agents. Infiltrating the deserted abode, 47 finds information on a couple more targets working for Providence, but is unable to find anything about the Shadow Client. However, one of the Client's targets was Robert Knox, a Providence operative who defected. Just as 47 finishes uploading his findings to Diana, Reynard's team arrives home. In response, 47 stealthily kills her before fleeing the scene.

Following the information picked up in New Zealand, 47 heads to Miami, Florida, where Providence defector and head of tech company Kronstadt Industries Robert Knox is located, along with his daughter, race car driver and financial prodigy Sierra Knox, killing them both. Meanwhile, Providence's leaders are furious with their best man axing their own men and turning to Diana for help, but the man justifies his actions, revealing their target's identity: a mercenary named Lucas Grey, the head of security for one Mr. Cobb who killed said man, before setting his sights on everyone else in Providence. Meanwhile, Lucas Grey is somewhere out in the world, working with his ally, hactivist Olivia Hall, to destroy Providence. Olivia is frantically asking Grey to kill 47 whom she sees is working for Providence, but Grey tells her that the assassin is the key to finding a group he calls "the Partners".
