Barbara Gordon attacked Commissioner Gordon with a couple of Batarangs that caused Gordon to fall on top of the Bat-Signal. Renee Montoya heard the noise and went to the rooftop just to find Batgirl has killed the Commissioner, or so she thought. Montoya realized that it wasn't Gordon in the bat-signal, but a robot clone of him. Batgirl explained her that she realized it wasn't the real man when he showed no sign of knowing Reesedale's secret. Batgirl took a chip from the robot and learned that it was Mr. Freeze's technology. Batgirl then showed Montoya the portrait she took from Freeze's locker in the evidence vault. It was a picture of Victor Fries, his wife Nora and her sister Dora. They found the one responsible. After searching Dora's office, they found a possible location.
Dora was keeping the real Commissioner Gordon in a cryogenic capsule in her hideout, when the alarm was triggered. Dora armed herself with Mister Freeze's Cold Gun and she placed on an armor similar to Mr. Freeze's Cryo-Suit. Montoya entered the place and tried to stop Dora, but she used the gun to freeze Montoya inside the police car. Batgirl then entered the building and confronted Dora. She asked for Gordon and Dora replied that she wouldn't hurt him and that her sole purpose all along was to get rid of all the costumed criminals like her brother-in-law. Batgirl managed to free Gordon using a Batarang but Dora seized the chance to attack Batgirl. Dora had the upper hand when Gordon talked to her and made her realize that she wasn't any better than Mr. Freeze. Dora was shocked to hear that and in she fell to a vat of cryo-solution.
Later, at the GCPD Headquarters, Catwoman, Harley Quinn and Poison Ivy were being herded inside as they promised Batgirl to let themselves be arrested. However, Catwoman told them that they never said anything about not escaping and the three of them got rid of their handcuffs and were free again.
In the rooftop, Batgirl and Commissioner Gordon were discussing the events and Gordon told Batgirl that Dora wouldn't be charged, as she has already suffered enough.
In the end, Dora was being held inside a special cell in Arkham Asylum where she recovered consciousness, opened her red glowing eyes and exhaled a freezing breath that cracked the window of the cell.
