Even after he's paralyzed them all in place for a few seconds, when he's distracted and the magic ends, nobody thinks to wonder what just happened. Buffy standing on a newsbooth wielding a crossbow doesn't garner any attention either. It's not until she pulls out the bazooka that people finally realize something weird is happening.

* BaitAndSwitchBoss: The great evil foretold to rise in "What's My Line?" wasn't Spike, Drusilla, or even the Judge. He was right under Buffy's nose all along. Ironically, Kendra came very close to fulfilling her original mission when she nearly killed Angel on first meeting him.
