I think this is just 'life under fascism' than it is SRO, and the Kangaroo Court highlights the unfairness of the system. If it wasn't him it'd be someone else walking. He is arrested only for being near the site; we are given no dialogue to think the shoretrooper was suspicious of the way he carried himself or anything
