Even if the thief is clever enough to have something to block out GPS signals, that is still useful information -- either the thief is CrazyPrepared enough to bring a jammer along (which certainly... or hopefully... removes "[[ContrivedCoincidence opportunistic and [[TheFool lucky]] complete [[StupidCrooks idiots]]" from the possibilities) or they did some very thorough research.
