* Night Raid was ''not'' happy to learn that he had ascended, especially Leone given she killed him(anime) or gave him to the angry populace(manga). Neither was Honest, but he was more worried about the Phantom Thieves of Heart. As the epitome of political corruption, arguably more so than Masayoshi Shido, he's one of their main targets for HeelFaceBrainwashing. Goro really wants his hands on him due to being like his despicable father Shido.

* Seeks to perpetuate corruption as long as possible in hopes of continuing his gluttonous behavior, and twist the Emperor into an extension of himself as a means of living on. As the Trope Pantheon is in the middle of the SlidingScaleOfIdealismVersusCynicism rather than in the cynical side, it's a lot harder for him here. He hopes to use the likes of Dolores Umbridge and Manfred Von Karma to rig the system in his favor, the former of which thrives in governmental debauchery.

* Evil appears to be InTheBlood for Honest. A distant relative of his used his name to kidnap and torture girls, and his son Syura is equal parts SpoiledBrat and sadistic SerialRapist. Much like the Yellow Bastard actually, which is probably why Honest is fond of him. He's thinking of forming a more organized form of Wild Hunt with some of the psychos in the pantheon like Wyald and Gregor Clegane. He visits Pantheon/{{Slaughter}} to get tips of torture and other obscene activities.

Teru Mikami sees him, like general laziness and other corrupt politicians, as one of the biggest problems in the world. He tried writing his name, but since "Honest" isn't much of a name the Death Note didn't work. Varys wants to get rid of him to better the realm. Cersei however wants him gone for personal reasons-she knows what he's done to the Emperor, she doesn't want his mitts on her easily manipulated son Tommen.
