After violently murdering the Rich Texan, chopping him to pieces and ripping his face off, he single-handedly kills Fat Tony's crew in a bloody shoot-out, before killing Fat Tony by putting his head in a donut maker. He also forces Ned into hiding for three years, only to shoot him once Marge unintentionally reveals his hiding spot. He has almost no funny scenes or jokes, and is probably the most serious villain to step foot in Springfield.

** Hell, the whole first part of this storyline is disturbing. While the Treehouse of Horror may be scary, the first half of this two-parter is psychologically horrifying. It may as well be titled ''"Springfield Feeds Your [[ParanoiaFuel Paranoia]] for 22 Minutes with Some Jokes In-Between."'' Even [[ItWasHisSled knowing full-well who the shooter is]], it's chilling to see how close everyone is to shooting Burns, justified as they are. Some notable examples would be Willie outright declaring that he'll kill Burns ([[ArsonMurderandJaywalking and wound Smithers]]), but probably the most unsettling is how Homer snaps when Burns asks who he is.
