** Just so you know: Ragou extorted an entire town into starvation via heavy taxes, and when the civilians couldn't pay up he had their children kidnapped and fed to monsters. He also fired on his own ships for daring to try and bring food to the townsfolk. Cumore tricked dozens of peasants into working in brutal slave camps and later sends an incredible number of villagers into the desert on what is basically a suicide mission looking for a PhysicalGod. [[spoiler:Alexei]] is the worst of them though. [[spoiler:He kills innocent Entelexeia to obtain the crystals they leave behind on their death, and at one point callously mocks the small size of one of the jewels left behind. He uses these crystals to force [[TheChick Estelle]] into becoming BrainwashedAndCrazy so that he can use her powers (which not only hurts her, but also threatens the ''entire world'' if used too often). He revived Schwann and Yeager from death using [[AppliedPhlebtonium heart blastia]] and forced them to become his slaves, and even tried to destroy the CapitalCity of TheEmpire ''that he leads''--an act which would kill tens if not hundreds of thousands--as a distraction. Because of living spirit, he finds ''absolutely nothing'' to be of value in the universe; even Team Galactic, ''his own syndicate'', is nothing more than means to an end, and he cares not one whit about anyone in it as long as they are doing their job. To drive home his madness, he commissioned a bomb from his admins that would evaporate the three Lakes in Sinnoh to draw their guardian spirits out as part of his campaign, with no regards to their natural ecosystems. In ''PokemonSpecial'', the Grunts act autonomously and in perfect unison, as a preview of what his universe would be like, and in ''PokemonDiamondAndPearlAdventure'', his madness is emphasized by some seriously screwed-up artwork, on top of driving one of the protagonists into a HeroicBSOD. While he had a [[FreudianExcuse shitty]] [[WellDoneSonGuy childhood]], a [[WellIntentionedExtremist well-meaning desire for his madness]], and [[spoiler:a HeelFaceTurn in DPA to [[EvenEvilHasStandards take down a maniacal Charon]],]] very little of it even begins to justify the horrors he commits, and he [[KarmaHoudini neither repents nor rides the Party Van after his ambitions are thwarted]], making him the most despicable Grand Master in the main series to date - whether [[PokemonBlackAndWhite Team Plasma]] takes things even further or dials back the insanity is yet to be seen.

Aside from his whole human smuggling past, his ChronicBackstabbingDisorder and his generally nasty, aggressive personality, his appearance in TheBalladOfGayTony makes him an even bigger CompleteMonster. In ''PokemonSpecial'', the Grunts act autonomously and in perfect unison, as a preview of what his universe would be like, and in ''DiamondAndPearlAdventures'', his madness is emphasized by some seriously screwed-up artwork, on top of driving one of the protagonists into a HeroicBSOD. While he had a [[FreudianExcuse shitty]] [[WellDoneSonGuy childhood]], a [[WellIntentionedExtremist well-meaning desire for his madness]], and [[spoiler:a HeelFaceTurn in DPA to [[EvenEvilHasStandards take down a maniacal Charon]],]] very little of it even begins to justify the horrors he commits, and he [[KarmaHoudini neither repents nor rides the Party Van after his ambitions are thwarted]], making him the most despicable Grand Master in the main series to date - whether [[PokemonBlackAndWhite Team Plasma]] takes things even further or dials back the insanity is yet to be seen.
** Team Galactic would be seen as the most despicable team in the Pokemon series if [A] [[ConservationOfCompetence the Mooks were actually good at their jobs and/or willingly following Cyrus despite his motives]] and [B] if [[PokemonColosseum Cipher]] never existed. Unlike Team Galactic, [[KickTheDog Poochyena soccer]] is one of the ''requirements'' to work in Cipher, with its members knowing the evil deeds they are committing and engaging in them anyway. To put it blunt, each Pokemon they Shadow is a singular crossing of the MoralEventHorizon due to the [[MindRape voluminous]] [[HeartTrauma abuse]] [[EmptyShell involved]], rank is typically indicated by how many of these you possess (making the Admins and Grand Masters supreme bastards as a result), and their means of dominion corrupted Orre into a CrapsackWorld [[CrapsaccharineWorld even by Pokemon standards]]. If you ever need to ask why anyone refers to Orre as [[WretchedHive "Hell on earth"]]... now you know.
** Oh, and these are just the ''human'' villains. Classical Darkrai [[DarkIsNotEvil is a well-meaning being with a]] [[NightmareFuel ghastly self-defense mechanism]], but the [[PokemonMysteryDungeon PMD equivalent]] is a much more sinister beast. I could say he makes [[NightmareOnElmStreet Freddy Krueger]] look smalltime and leave it at that, but the guy manipulates gods, orchestrates a TimeCrash, makes the future a [[BadFuture very miserable time]], [[MindRape drops children in eternal nightmares for kicks]], and nearly drives the player characters to suicide. The guy is a vastly darker villain in any Pokemon work [[GettingCrapPastTheRadar even by E or E-10 standards]], and [[KarmaHoudini his punishment for his misdeeds is much too lenient.]]




* Surprise, surprise - even 'kids' series are not safe from the wrath of these jerks! If Cyrus from [[{{Pokemon}} Pokemon Diamond, Pearl, and Platinum]] isn't a Complete Monster on top of being Lawful Batshit, then he's certainly the villain who has come the closest to qualifying in the main series. In the spinoffs, however, you can put Cipher on the list easy. Yes, a whole organization whose upper management consists of nigh-{{Complete Monster}}s does exist in the Pokeverse. The list ''starts'' at Shadow Pokemon and goes for quite a while.
** Even after his defeat by the player's hand, Cyrus remains unrepentant, stating that he's still continuing his plans, only making sure you can't find him (not just by going into hiding, but [[spoiler:by running off into a parallel dimension whose entrance was created by himself and is almost impossible to re-enter!]]). His plan was to destroy the universe and re-make it into a world with no emotion, and the worst part? It's not because he wants the whole world to be his Emotionless Drones. No. It's because he himself thinks all emotions are [[TheStoic useless sentiments, and doesn't often use any himself]], and wants to create a world where everyone else follows this philosophy in any way he can (which happens to involve [[spoiler:trying to blow up the universe and reshape a new one with him as God over time and space]]. He wants to be one of his own Emotionless Drones. You gotta hand it to Game Freak for coming up with something like that in such a series.
** It's arguable that Cyrus is more of a {{WellIntentionedExtremist}} due to his motivation being to eliminate war and strife rather than seeking power (getting rid of emotions didn't get established until Platinum). In one of the manga adaptations, he says that Team Galactic was never about power, although admittedly in that manga he [[spoiler:has a {{HeelFaceTurn}} that doesn't exist in the games]].
** Darkrai certainly counts, though only in PokemonMysteryDungeon. His crimes are so sinister and terrifying, they belong on HighOctaneNightmareFuel. To put things mildly, he makes [[NightmareOnElmStreet Freddy Krueger]] look like [[YinYangYo Carl the Evil Cockroach Wizard]]. Among other things, he manipulates gods, makes a literal hell out of the future, and almost succeeds in driving the hero to suicide. This is done in an [[GettingCrapPastTheRadar E-rated game]], and he is by far one of the most despicable characters in such a game. Although he was punished for his actions, the punishment was arguably [[KarmaHoudini too merciful]].
*** Let's allow this one to sink in. Sure, Cyrus is completely out of his mind, but he's human. This is a ''CompleteMonster {{Pokemon}}''. Spin-off or not, this is a vastly more dark villain than anything the main series or anime had to offer.

** Hot Coldman from ''MetalGear SolidPeaceWalker'' is arguably even worse than Volgin, to the extent that he actually makes Volgin seem like a choir boy. In his first appearance, he [[spoiler hurled a paraplegic named Huey down the stairs just because he refused to continue with the Peace Walker, especially after learning that Coldman planned to launch a nuclear weapon from Peace Walker as soon as it was completed to test its stance as a "perfect deterrent." Also, he is not only revealed to be the man who planned the Virtuous Mission and Operation Snake Eater (which was alluded to since Portable Ops), but he also showed sadistic glee when telling Big Boss that he planned The Boss's elimination in the first place when they meet face to face. He also planned for Peace Walker's first target to be the Mother Base not only to wipe out the Mother Base, but so the nuclear fallout as a result of its destruction will poison Central America's Fish and Crop supply just so Peace Walker could begin mass production, obviously not giving a care about who is going to be negatively impacted. What's more is that he was going to launch Peace Walker by inputting fake data into Peace Walker to get through the loophole in regards to it being unable to launch a nuke by itself. Even after Peace Walker's target was changed to Cuba as well as having been shot by his "ally" Vladimir Zadornov, Coldman still went through with activating Peace Walker, not only endangering America's chances at winning the Cold War, but also nearly causing a nuclear catastrophe because Peace Walker was transmitting False Data to NORAD to force the Military to choose whether to launch a retalitory strike, obviously not even caring if he caused a nuclear war as a result. What's worse is that even after Peace Walker was heavily damaged, and the Mammal Pod had its hard drive cores wiped, his plan still wasn't stopped, requiring GhostInTheMachine The Boss to possess Peace Walker and sacrifice herself again to stop it. He also planned for it to occur during his deathbed knowing full well that he'll die before he could give the Abort Code. It was also implied that he was responsible for inflicting scars on Paz, at the very least, and at worst did several traumatizing things to her, and that he and his men brutally murders any unfortunate FSLN who broke under their torture]].

"It took hundreds to kill me, but I slaughtered humans by the THOUSANDS! Look at me! I am sublime! [[LargeHam I AM THE TRUE]] [[CardCarryingVillain FACE OF EVIL!!!]]"

* Izuka, from ''FireEmblem'': ''Path of Radiance'' and ''Radiant Dawn'' is pretty much Fire Emblem's version of Josef Mengele. He transformed hundreds of Laguz into Feral Ones, crazed Laguz forced into their beast forms, and he considers it all [[ForScience in the name of science]]. In the second game, [[spoiler:he tries to transform one of the Laguz ''on his side'' into a Feral One; luckily, you're able to prevent him from doing this]]. And that's before you learn that [[spoiler:he chose Pelleas to be king of Daein so that the senators could force him into a blood contract. This forces Pelleas to either do as the senators say, or watch as his kingdom dies]]. He also [[spoiler:used the Feral One-creating elixir to turn Elincia's uncle Renning into the insane Bertram (showing that it also works on Beorc, albeit differently than with Laguz). Fortunately, the Heron Laguz are able to cure him]]. It is ''immensely'' satisfying when you finally get to kill the slimeball.
** Also from ''Radiant Dawn'', we have Lekain, who will do anything to move up on the social ladder. '''''ANYTHING'''''. Even [[spoiler:directly cause the genocide of the most peaceful race on the planet by blaming them for the assassination of his country's empress. And did we mention he was the one who actually killed her?]]
** In the same game, we have [[spoiler:Ashera, who is so obsessed with order and perfection that she decides to ''turn almost everyone on the planet to stone'', and then manipulate the people who were responsible for the war that convinced her the world didn't deserve to exist into killing the main characters because they are trying to fix what she just did. And she most likely planned on killing them after they had fulfilled their purpose.]] It's ''immensely'' satisfying when you [[spoiler:destroy her physical form and force her to free everyone.]]
*** [[spoiler:Ashera]] is more like an example of somebody who is an ''unintentional'' example because ''she'' was manipulated by [[spoiler:Sephiran]]. To be entirely fair to her, [[spoiler:she was merely fulfilling the promise that she had made years ago (ie: to punish people if they fought or reward them if they were peaceful). It is very clear from fighting her that she is the embodiment of LawfulNeutral rather than LawfulEvil, as she is a physical body without emotions (unlike Yune who is a mass of emotions without a true physical body).]] If [[spoiler:she]] had been told the whole truth, it is unlikely that she would have taken the same actions.
** Don't forget Ashnard. He's not called the "Mad King" for nothing. This guy became the King of Daein by [[spoiler:getting his father to sign a blood pact, and then invoking it, killing everyone else who was in his way to the throne, not to mention countless other innocent people. He then proceeded to kill his own father, therefore becoming king]]. After finding out about the dark god [[spoiler:or rather, Yune, who really isn't evil]] sealed in Lehran's Medallion, he decides to release it [[ForTheEvulz for the lulz]]. This requires a war that spans the whole continent, so he decides to begin by invading the next country over. He also, after finding out that his own son was unable to [[spoiler:transform into a dragon like the child's mother used to be able to]], decides to ''hold him captive'' to get ahold of [[spoiler:the kid's uncle, the oldest son of the king of Goldoa]]. He then proceeds to [[spoiler:warp Rajaion's body and turn him into something resembling a wyvern, and then use him as a mount]]. He laughs at everything. He wasn't even aware of the existence of Jill's father, who was a pretty high-ranking Daein general. He doesn't care at all about anyone except for himself, and he'll do anything, ANYTHING, to get power. His ideal world, the one that he wishes to create, is one where the only thing that matters is power. And did I mention that this is the guy that the aforementioned Izuka used to work for? He may not be quite as loathsome as some of the others on this page, but I think he still qualifies as a Complete Monster.
** Previously in ''Blazing Sword'', there's Sonia. Manipulating a small group of Robin-Hood-like warriors to the dark side and abusing [[CheerfulChild button-cute]] Nino are evil acts. But [[spoiler:mercilously slaughtering the leader of said band after ''laughing at him'' for believing she truly loved him, trying to get one of her underlings to kill Nino after another empty promise of love and affection, and right before her final attempt to kill her revealing that she murdered Nino's entire family and just kept her around pretending to be her mother all her life]] are acts that any gamer with a scrap of heart tissue railed as ''unforgivable''.

This guy is so over the top that he basically exists to make Marth realize there's something wrong with Akaneia and to rebel. Its vaguely implied that his actions were done to provoke Marth into conflict making him look like a traitor.
** ''FireEmblem'' villains basically fall into one of three types: some form of [[MadScientist mad scientist/mad wizard]]/{{Evil Overlord}}/{{Psycho For Hire}} who the heroes are disgusted with and more than happy to kill, i.e. a CompleteMonster, the WorthyOpponent who won't join you (oftentimes due to complications arising from HonorBeforeReason), and an enemy soldier or non-{{Big Bad}}/{{The Dragon}} type who was either [[DefectorFromDecadence looking for an out from their own corrupt army]] or willing to join up with your army for some other reason.

Why? Because he, for no good reasons, thinks that humans are superior than Reploids. By the time the Elf Wars ended, 60% of all humans and 90% of all Reploids alive before the war were wiped out, the Dark Elf had been entombed with either a massive cipher device or X's body, and Weil was given an undying mechanical body before being jettisoned off into space so he could watch the world prosper without him. This is just the beginning and take note that HE STARTED EVERYTHING.]]
** One hundred years later, he drops down with Omega back online, and has managed to construct a replica of X - unlike the ContinuitySnarl of the first game, this one is clearly a copy - and wormed his way into supreme power that way, going so far as to have the Four Guardians dismissed. ''Then'' [[spoiler:he drops a high-yield bomb in a human settlement with Omega, Crea and Prea on board ''just to get his hands on the Dark Elf again''! When Zero comes along to disable Copy X, he kills himself in a OneWingedAngel attempt, thus putting Weil at the top of the food chain as he planned all along. The Resistance later avoids a mass brainwashing attempt by Weil using the Dark Elf's power, though at X's ultimate expense, long enough for Zero to shut down Omega and purify the Dark Elf completely.]]
** Even with Omega dead, Weil still rules Neo Arcadia, and his iron- and spike-fisted rule is so brutal that humans are risking going into the wastes of the outside world just to get away from him. Why does he do that? He thinks both humans and Reploids must pay for the crimes they did against him, even if it's blatantly obvious that he is the one at fault! A caravan of such refugees, led by Neige, finds [[NewEden Area Zero]] - the site of the [[MegaManX Eurasia colony crash]] - and begins setting that up as their "home away from home", only for Weil to send troops along to start to interfere with the region's recovery as a diversion while he gets [[KillSat Ragnarok]] up and running. [[spoiler:When Craft [[HeelFaceTurn heel-faces]], blows up Neo Arcadia and then wrecks Ragnarok's cannon controls, Weil tries to [[ColonyDrop drop it on Area Zero]] as a last resort to kill the whole region, if not the whole planet. Zero manages to stop this completely, though unlike in the X series, [[KilledOffForReal this really was his last hurrah]].]]
** Though this last entry may go into WildMassGuessing territory, it is backed by some rather disturbing evidence. [[spoiler:By the actions of all Maverick parties [[MegaManZX after the end of the Arcadia Wars]], there is a very strong possibility that the real BigBad isn't [[CorruptCorporateExecutive Serpent]], [[MagnificentBastard Master Albert]], or even [[TheManBehindTheMan Master Thomas]], but Dr. Weil himself, still alive inside Biometal Model W. Akin to the [[FinalFantasyVII Jenova Reunion]], Albert's plot to become the ultimate Mega Man involved gathering all the pieces of Model W to construct a new weapon with which to cleanse the world as its new god. It is likely he lost his soul to Model W during his initial research in the same way Serpent lost his due to his own use of it. Indeed, the plots of Serpent and Albert in the ZX games, as well as Thomas' coming plot, all parallel Weil's in some fashion.]]
** At the end of the day though...it comes down to this; although he ultimately failed and they won... [[spoiler:Weil killed both X and Zero in a way.]] And he does all that because he thinks if anyone doesn't follow him, they deserve to die. Compare with [[Game/MegaMan Wily]] who just wants to TakeOverTheWorld and stops there (Weil takes over the world... and make the people suffer even more!), [[MegaManX Sigma]] who at first doing it for the Reploids (Weil exhibits a very severe case of [=~It's All About Me~=]). If that's not a reason by itself for a character to a complete monster I don't know what is.
*** Keep in mind that Weil existed for only ''two games'' [[spoiler:although you can make it four if you count the ''ZX'' series]], and the rest of his atrocities are only revealed AllThereInTheManual. And yet, it's through those ''two'' games that he quickly gets through to the top of the SortingAlgorithmOfEvil, beating Wily ''and'' Sigma so easily; all because his acts ''during the games'' are horrific ''enough''; mere mention of AllThereInTheManual takes his monstrosity to the [[BeyondTheImpossible extremes.]] There's also the little fact that {{Capcom}} tried to humanize Wily and Sigma by [[{{Uncanceled}} uncancelling]] and ([[WhatCouldHaveBeen although scrapped]]) [[{{Retool}} retooling]] their respective series, to directly contrast Weil. That means the developers recognized (in other words, they '''knew''') Weil is the most evil villain in the entire series. SortingAlgorithmOfEvil indeed.
*** Although the Rockman Zero manga was intended to be more jovial compared to the actual Zero games, Dr. Weil's characterization in that manga is just as monsterous. Like in Mega Man Zero 3, he was searching for the Dark Elf. At one point, he also emerges from underneath Lito's house to fight Zero, nearly killing Lito, and thus getting Zero extremely angered. He ultimately gets his Karmic Death when Zero smashes his chemical container, which was supposed to keep Weil alive.

However, after [[TheStarscream being betrayed]] [[TheDogBitesBack by]] [[TheMole his subordinates]], King is [[NeverFoundTheBody supposedly]] destroyed, but actually becomes an EnergyBeing, and decides to [[ColonyDrop wipe out the world using Meteor G]] because he figures that if he can't rule the world, he will destroy it. Actually fighting him head on is [[CrowningMomentOfAwesome quite satisfying]], to say the least (every other main villain thus far in both the [[MegaManBattleNetwork Battle Network]] and [[MegaManStarForce Star Force]] series has been TheUnfought)]].

His callous disregard of human life is just as infuriating as the fact that he's trying to manipulate his operator, WellIntentionedExtremist Anetta, into becoming just as cruel as he is.
** Dr. Regal debuts in the fourth game as a CardCarryingVillain with a somewhat nonsensical XanatosRoulette...but it's in the fifth game that the true depths of his evils are revealed. His organization, Nebula, is devoted to converting the world to evil, causing wars, mayhem and whatnot just to demonstrate his viewpoint - that HumansAreBastards and, in fact, they should ''strive'' to be as cruel and horrible as possible. He also subjects Lan's father to an horrifying ColdBloodedTorture and gleefully turns innocent [=NetNavis=] into servants of evil, slowly corrupting the whole Net. To be fair, [[spoiler:the fifth game ends with Regal pulling an HeelFaceTurn and becoming a model citizen]], which would theoretically take him out of Complete Monster territory... but when you consider that [[spoiler:said redemption only happened because he was subject to LaserGuidedAmnesia...]] [[SoYeah yeah.]]
** It is difficult to be both a KnightTemplar ''and'' a Complete Monster, but anime-only character Slur, TheDragon to BigBad Duo, delivers. Apart from being an absolutely broken VillainSue, Slur is also fanatically devoted to extermite all evil from the universe... where by "evil" she means everyone who doesn't agree with her master's extremely draconian concept of morality. In other words, Slur wants to kill all humans just because she doesn't like us. And unlike Duo, Slur has no sense of fair play - she deliberately "sabotages" the HumanityOnTrial plot of ''Stream'' by giving Asteroid Navis to evil people, so that Duo will be convinced that Earth doesn't deserve to live. Vicious, sadistic and with no redeeming qualities at all, Slur might very well be the vilest ''Battle Network'' villainess ever.




* Izuka, from ''FireEmblem'': ''Path of Radiance'' and ''Radiant Dawn'' is pretty much Fire Emblem's version of Josef Mengele. He transformed hundreds of Laguz into Feral Ones, crazed Laguz forced into their beast forms, and he considers it all [[ForScience in the name of science]]. In the second game, [[spoiler:he tries to transform one of the Laguz ''on his side'' into a Feral One; luckily, you're able to prevent him from doing this]]. And that's before you learn that [[spoiler:he chose Pelleas to be king of Daein so that the senators could force him into a blood contract. This forces Pelleas to either do as the senators say, or watch as his kingdom dies]]. He also [[spoiler:used the Feral One-creating elixir to turn Elincia's uncle Renning into the insane Bertram (showing that it also works on Beorc, albeit differently than with Laguz). Fortunately, the Heron Laguz are able to cure him]]. It is ''immensely'' satisfying when you finally get to kill the slimeball.
** Also from ''Radiant Dawn'', we have Lekain, who will do anything to move up on the social ladder. '''''ANYTHING'''''. Even [[spoiler:directly cause the genocide of the most peaceful race on the planet by blaming them for the assassination of his country's empress. And did we mention he was the one who actually killed her?]]

It is very clear from fighting her that she is the embodiment of LawfulNeutral rather than LawfulEvil, as she is a physical body without emotions (unlike Yune who is a mass of emotions without a true physical body).]] If [[spoiler:she]] had been told the whole truth, it is unlikely that she would have taken the same actions.
** Don't forget Ashnard. He's not called the "Mad King" for nothing. This guy became the King of Daein by [[spoiler:getting his father to sign a blood pact, and then invoking it, killing everyone else who was in his way to the throne, not to mention countless other innocent people. He then proceeded to kill his own father, therefore becoming king]]. After finding out about the dark god [[spoiler:or rather, Yune, who really isn't evil]] sealed in Lehran's Medallion, he decides to release it [[ForTheEvulz for the lulz]]. This requires a war that spans the whole continent, so he decides to begin by invading the next country over. He also, after finding out that his own son was unable to [[spoiler:transform into a dragon like the child's mother used to be able to]], decides to ''hold him captive'' to get ahold of [[spoiler:the kid's uncle, the oldest son of the king of Goldoa]]. He then proceeds to [[spoiler:warp Rajaion's body and turn him into something resembling a wyvern, and then use him as a mount]]. He laughs at everything. He wasn't even aware of the existence of Jill's father, who was a pretty high-ranking Daein general. He doesn't care at all about anyone except for himself, and he'll do anything, ANYTHING, to get power. His ideal world, the one that he wishes to create, is one where the only thing that matters is power. And did I mention that this is the guy that the aforementioned Izuka used to work for? He may not be quite as loathsome as some of the others on this page, but I think he still qualifies as a Complete Monster.

Not even [[Game/MegaMan Wily]], [[MegaManX Sigma]] or even ''[[MegaManBattleNetwork Regal]]'' (a fellow CompleteMonster himself) can match him in sheer malevolence, insanity and depravity.
** Here's the lowdown in case you have to ask ''why'' he's here instead of any of those three. First, between the [[MegaManX Maverick Wars]] and the [[MegaManZero Arcadia Wars]], [[spoiler:there was an incident known as the Elf Wars, triggered by Dr. Weil corrupting the Mother Elf - a sentient superprogram made to eradicate Wily's Maverick/Zero Virus - and made her into the Dark Elf, and used her, along with smaller copies known as Baby Elves and a reprogrammed Zero's body, now christened Omega, to elevate him to a position of absolute power in a campaign of mass terror. Why? Because he, for no good reasons, thinks that humans are superior than Reploids. By the time the Elf Wars ended, 60% of all humans and 90% of all Reploids alive before the war were wiped out, the Dark Elf had been entombed with either a massive cipher device or X's body, and Weil was given an undying mechanical body before being jettisoned off into space so he could watch the world prosper without him. This is just the beginning and take note that HE STARTED EVERYTHING.]]
** One hundred years later, he drops down with Omega back online, and has managed to construct a replica of X - unlike the ContinuitySnarl of the first game, this one is clearly a copy - and wormed his way into supreme power that way, going so far as to have the Four Guardians dismissed. ''Then'' [[spoiler:he drops a high-yield bomb in a human settlement with Omega, Crea and Prea on board ''just to get his hands on the Dark Elf again''! When Zero comes along to disable Copy X, he kills himself in a OneWingedAngel attempt, thus putting Weil at the top of the food chain as he planned all along. The Resistance later avoids a mass brainwashing attempt by Weil using the Dark Elf's power, though at X's ultimate expense, long enough for Zero to shut down Omega and purify the Dark Elf completely.]]
** Even with Omega dead, Weil still rules Neo Arcadia, and his iron- and spike-fisted rule is so brutal that humans are risking going into the wastes of the outside world just to get away from him. Why does he do that? He thinks both humans and Reploids must pay for the crimes they did against him, even if it's blatantly obvious that he is the one at fault! A caravan of such refugees, led by Neige, finds [[NewEden Area Zero]] - the site of the [[MegaManX Eurasia colony crash]] - and begins setting that up as their "home away from home", only for Weil to send troops along to start to interfere with the region's recovery as a diversion while he gets [[KillSat Ragnarok]] up and running. [[spoiler:When Craft [[HeelFaceTurn heel-faces]], blows up Neo Arcadia and then wrecks Ragnarok's cannon controls, Weil tries to [[ColonyDrop drop it on Area Zero]] as a last resort to kill the whole region, if not the whole planet. Zero manages to stop this completely, though unlike in the X series, [[KilledOffForReal this really was his last hurrah]].]]
** Though this last entry may go into WildMassGuessing territory, it is backed by some rather disturbing evidence. [[spoiler:By the actions of all Maverick parties [[MegaManZX after the end of the Arcadia Wars]], there is a very strong possibility that the real BigBad isn't [[CorruptCorporateExecutive Serpent]], [[MagnificentBastard Master Albert]], or even [[TheManBehindTheMan Master Thomas]], but Dr. Weil himself, still alive inside Biometal Model W. Akin to the [[FinalFantasyVII Jenova Reunion]], Albert's plot to become the ultimate Mega Man involved gathering all the pieces of Model W to construct a new weapon with which to cleanse the world as its new god. It is likely he lost his soul to Model W during his initial research in the same way Serpent lost his due to his own use of it. Indeed, the plots of Serpent and Albert in the ZX games, as well as Thomas' coming plot, all parallel Weil's in some fashion.]]
** At the end of the day though...it comes down to this; although he ultimately failed and they won... [[spoiler:Weil killed both X and Zero in a way.]] And he does all that because he thinks if anyone doesn't follow him, they deserve to die. Compare with [[Game/MegaMan Wily]] who just wants to TakeOverTheWorld and stops there (Weil takes over the world... and make the people suffer even more!), [[MegaManX Sigma]] who at first doing it for the Reploids (Weil exhibits a very severe case of [=~It's All About Me~=]). If that's not a reason by itself for a character to a complete monster I don't know what is.
*** Keep in mind that Weil existed for only ''two games'' [[spoiler:although you can make it four if you count the ''ZX'' series]], and the rest of his atrocities are only revealed AllThereInTheManual. And yet, it's through those ''two'' games that he quickly gets through to the top of the SortingAlgorithmOfEvil, beating Wily ''and'' Sigma so easily; all because his acts ''during the games'' are horrific ''enough''; mere mention of AllThereInTheManual takes his monstrosity to the [[BeyondTheImpossible extremes.]] There's also the little fact that {{Capcom}} tried to humanize Wily and Sigma by [[{{Uncanceled}} uncancelling]] and ([[WhatCouldHaveBeen although scrapped]]) [[{{Retool}} retooling]] their respective series, to directly contrast Weil. That means the developers recognized (in other words, they '''knew''') Weil is the most evil villain in the entire series. SortingAlgorithmOfEvil indeed.
*** Although the Rockman Zero manga was intended to be more jovial compared to the actual Zero games, Dr. Weil's characterization in that manga is just as monsterous. Like in Mega Man Zero 3, he was searching for the Dark Elf. At one point, he also emerges from underneath Lito's house to fight Zero, nearly killing Lito, and thus getting Zero extremely angered. He ultimately gets his Karmic Death when Zero smashes his chemical container, which was supposed to keep Weil alive.
** We can sum Weil up in his own words:

* Despite being a sequel series to the light-hearted ''BattleNetwork'', ''MegaManStarForce'' has ''two'' Complete Monsters.
**Gemini, from the first game, [[spoiler:kills one of his allies for no reason, when he could've easily helped her and defeated MegaMan. He also manipulates a boy with multiple personality disorder into helping him to blow up the entire planet and is revealed as the one who manipulated King Cepheus into destroying the AM Planet.]] In the anime, [[spoiler:he brutally murders the [=FMians=], who had been made rather sympathetic and likeable during the season, for energy (the worst being when he killed Wolf while he was watching a girl he had befriended) to power Andromeda, then ''his other half'' when he failed to kill Cancer.]]
**Joker, from the third game, [[spoiler:coldheartedly kills Luna, laughs about it, calls her "a stain upon the Earth" for being without powers. Even his allies are shocked. He also tries to make Ace go CrushKillDestroy later on.]]
***King is even worse. [[spoiler:First of all, he's Joker's operator, so all of Joker's actions can ultimately be traced back to King. Second of all, he is [[ManipulativeBastard willing to use and manipulate anyone for his own good]]. In addition to forcing his own Wizard to self-destruct to defeat his enemies, he adopted orphans and forced them to undertake suicidal missions in order to further his own plans. In fact, it is said that [[BrotherSisterTeam Jack and Tia]] were the only orphans to survive these missions. He then proceeded to take control of [[KillSat Meteor G]] so he could take over the world by force, raining down deadly Noise upon those who would not subjugate themselves to him. However, after [[TheStarscream being betrayed]] [[TheDogBitesBack by]] [[TheMole his subordinates]], King is [[NeverFoundTheBody supposedly]] destroyed, but actually becomes an EnergyBeing, and decides to [[ColonyDrop wipe out the world using Meteor G]] because he figures that if he can't rule the world, he will destroy it. Actually fighting him head on is [[CrowningMomentOfAwesome quite satisfying]], to say the least (every other main villain thus far in both the [[MegaManBattleNetwork Battle Network]] and [[MegaManStarForce Star Force]] series has been TheUnfought)]].
* While LighterAndSofter than most other ''MegaMan'' series, ''MegaManBattleNetwork'' has its share of Complete Monsters:
** Plantman, from the third game, who caused all kinds of mayhem in one of Electopia's main hospitals and was directly responsible for almost causing the death of an innocent child whom series protagonists Lan and Megaman had befriended earlier. His callous disregard of human life is just as infuriating as the fact that he's trying to manipulate his operator, WellIntentionedExtremist Anetta, into becoming just as cruel as he is.
** Dr. Regal debuts in the fourth game as a CardCarryingVillain with a somewhat nonsensical XanatosRoulette...but it's in the fifth game that the true depths of his evils are revealed. His organization, Nebula, is devoted to converting the world to evil, causing wars, mayhem and whatnot just to demonstrate his viewpoint - that HumansAreBastards and, in fact, they should ''strive'' to be as cruel and horrible as possible. He also subjects Lan's father to an horrifying ColdBloodedTorture and gleefully turns innocent [=NetNavis=] into servants of evil, slowly corrupting the whole Net. To be fair, [[spoiler:the fifth game ends with Regal pulling an HeelFaceTurn and becoming a model citizen]], which would theoretically take him out of Complete Monster territory... but when you consider that [[spoiler:said redemption only happened because he was subject to LaserGuidedAmnesia...]] [[SoYeah yeah.]]
** It is difficult to be both a KnightTemplar ''and'' a Complete Monster, but anime-only character Slur, TheDragon to BigBad Duo, delivers. Apart from being an absolutely broken VillainSue, Slur is also fanatically devoted to extermite all evil from the universe... where by "evil" she means everyone who doesn't agree with her master's extremely draconian concept of morality. In other words, Slur wants to kill all humans just because she doesn't like us. And unlike Duo, Slur has no sense of fair play - she deliberately "sabotages" the HumanityOnTrial plot of ''Stream'' by giving Asteroid Navis to evil people, so that Duo will be convinced that Earth doesn't deserve to live. Vicious, sadistic and with no redeeming qualities at all, Slur might very well be the vilest ''Battle Network'' villainess ever.
