Investigated by an NCIS agent, Joram would then kidnap the agent and [[ColdBloodedTorture torture him]] to death via electrocution. When a Syrian doctor, David Sarraf, steals a flash drive to try and expose Joram's atrocities, Joram rams him with a vehicle, leaving him to die in agony with sadistic relish.

Threatening a baker, they have him [[TamperingWithFoodAndDrink poison a cake]] with the virus before [[YouHaveOutlivedYourUsefulness killing him for serving his purpose]], later shipping the cake to a Navy base resulting in the deaths of several personnel. Despite their orders being completed, the pair decide to unleash the virus onto the city, putting the lives of thousands of innocents at risk. When the team attempt to capture the pair to find the antidote, they try to kill them with one dying and the other taking their own life, purely so the heroes can't find the antidote.
* "[[Recap/NCISNewOrleansS03E22 Knockout]]" [[Recap/NCISNewOrleansS03E23 through]] "[[Recap/NCISNewOrleansS03E24 Poetic Justice]]": [[PsychoForHire Mr. John Stone]] is one of the main investors behind [[CorruptPolitician Mayor Douglas Hamilton]]'s plan to convert the neighborhood of Clearwater into a naval shipyard, but goes far beyond his boss's [[WellIntentionedExtremist good intentions for New Orleans]]. Stone murders anyone that serves their purpose or is close to discovering the scheme, later murdering an innocent civilian to distract the team from pursuing him. Sending his men to beat up Dwayne Pride in his bar, Stone secretly plants explosives in there, [[BadBoss killing his own men]] and severely wounding Dwayne. It's ultimately revealed Hamilton's plan is to open the floodgates and drown 2,000 people, something Stone has happily assisted so long as he gets to [[{{Greed}} line his own pockets]].
* "Checkmate" [[Recap/NCISNewOrleansS04E23 two]]-[[Recap/NCISNewOrleansS04E24 parter]]: [[CorruptPolitician US Assistant Attorney General Eric Barlow]] is a slimy politician responsible for the [[FrameUp framing of dozens of others]], acting like the [[FakeUltimateHero hero who uncovers them]]. Seeking to increase his position of power, Barlow attempts to orchestrate a terrorist attack during the New Orleans Tricentennial Fleet Week, intending on wiping out thousands. Barlow has [[HeKnowsTooMuch anyone that knows of his agenda killed off]], later arranging many assassination attempts against Dwayne Pride. With all of his plans failed, Barlow tries to frame Pride as the one behind the attempted terrorist attack while he remains the hero that saved the day.

Being closed in by the NCIS and FBI, Eddie attempts to blow up his compound, intending on killing everyone within the blast radius, [[BadBoss including his own followers]]. When the children that he kidnapped were returning to the FBI, Eddie has his followers [[WouldHurtAChild try to wipe them all out]]. When his plan fails, Eddie abandons his followers and tries to goad Dwayne into killing him by threatening to murder everyone he cares about.
