Even on the second season, when the team gets a special dispensation that allows them to do their "job" freely, he continues to insist that he wants them in jail and keeps seeking methods to make them lose the dispensation so he can do it (his favorite being stringing them along with a series of ImpossibleMission bets with their freedom on the line--the team accepts because otherwise they would not be able to have access to the elves on those places, period).
