A friend of mine lived in Japan for a few years and told me about this.

Cars in Japan are right-hand drive, with the windshield-wiper and turn-signal stalks reversed relative to the United States, so American drivers unfamiliar with this setup will very frequently hit the wipers when trying to activate the turn signal. If you're watching a car brake coming into an intersection and the wipers come on instead of the turn signal, it's a dead ringer that they're new to the area.
