And since the rest of the human empire had fallen (Senkovi's project only survived by random luck), they had the highest technology base in the galaxy, compared to the humans left on Earth and the spiders being uplifted on Kern's World. The book points out that it's extremely unlikely that the octupi would have become technologically advanced without the boost; their planet is an ocean world with little opportunity for low-level industry, and their water-filled ships would never be able to escape the gravity well without the space elevator that Senkovi left for them. Once they ''are'' in space, though, they prove extremely adept at thinking three-dimensionally. They don't need gravity even for comfort, because they can survive indefinitely like that with no side effects.
