In a StealthBasedGame, the player's character is simply too weak to survive a head to head confrontation with his enemies most of the time. Either it's too easy to die (many of the enemies can even be {{Instakill Mook}}s), you can't carry enough ammo, enemies are either too powerful for a direct confrontation or [[InvincibleBoogeymen outright invincible]], or there is some other reason. Just running away from enemies like in ''VideoGame/PacMan'' isn't enough to count as a stealth-based game; you need to be actively hiding from them.

Hotline Miami is an action game with very few stealth mechanics. While stealth is possible, it is definitely not a playstyle encouraged by the game itself, as playing stealthily gives a lower score as well as the game mocking with the "Coward" label.
