Physiologically and anatomically speaking, this may be due to ''density'' of the muscle, both in number of cells (''myofibrils'') per muscle, cell size and functional units (''sarcomers'') per cell, as well at the muscles ability to store and deliver energy to the sarcomers, the length of the muscle, the length of the lever arm (amount of leverage on the bones). Muscle size also adds to strength, but only because it allows for an increase in the absolute number of myofibrils. Also, a good nervous system is needed to drive the muscles efficently.

Physics-wise, the amount of energy generated is proportional to both the mass and to the square of the velocity (specifically kE=1/2* m* v^2). This means that within a range, a smaller, faster object will transfer more energy to whatever it hits. Or as the popular example goes, a train moving at 2 miles per hour may be a little scare but hardly dangerous even if it hits you. A bullet moving at 2000 may carry the same amount of energy... and most certainly is very dangerous.

* The mages in the ''MagicalGirlLyricalNanoha'' universe are extremely strong physically, but it doesn't show much in their physique. In the beginning of season two, the nine-year old Nanoha protected herself from attacks from both sides, holding the shields apart with her bare hands in a StarWars-like double-AdvancingWallOfDoom manner. Both attacks had the momentum to blow a whole in an average building and eventually made Nanoha ''sink ankle-deep into the concrete floor''. And that's a nine-year old girl with no excessive muscle mass. [[LightningBruiser Powerhouses]] like [[LadyOfWar Signum]] could probably punch holes in reinforced concrete with just those sleek, sexy hands of theirs. (This probably has to do with the series' target demographic, which prefers cute girls to muscular warriors.)
