* TheJoker thrives on this trope. One of the main goals towards portraying the character is to make his actions such that you can laugh one moment, and [[{{Squick}} be horrified]] the next. Brilliantly brought out by many of the actors to portray him in other media, most prominently [[Film/{{Batman}} Jack Nicholson]], [[BatmanTheAnimatedSeries Mark Hamill]] and, most recently, [[TheDarkKnight Heath Ledger]]. Whether it's electrocuting a gangster while singing showtunes, casually (and cheerfully) stalking an everyday accountant in the middle of rush-hour traffic, or doing a magic trick by making a pencil [[EyeScream disappear]], you can always find it either way with the Joker. [[Series/{{Batman}} Cesar Romero]] too. Maybe it's because he was so [[HarmlessVillain harmless]] or such a LargeHam, or maybe just because the show was SoBadItsGood, but he was genuinely hilarious, if not nearly as terrifying as Ledger's Joker.

* Tuco in ''TheGoodTheBadAndTheUgly'' - it's debatable whether he's actually evil, because he's the most sympathetic and relatable character in the film, but he's far from a good guy and is absolutely hilarious.

* Dedede in ''[[KirbyOfTheStars Hoshi no Kaabi]]''. He's arguably more evil than his game counterpart, but also the most entertaining character on the show.

* Oh my Lord, why hasn't anyone mention Herr Starr from the ''{{Preacher}}'' comics yet? Just about every time he shows up he has a smartass line, but his {{Crowning Moment of Funny}} was when he scares the shit out of some poor old lady for blocking the moving walkway by shooting wildly at her.

He pulls off evil plots like holding a Russian scientist's daughter hostage and [[TheVirus spreading a robot virus]], yet tends to use silly-looking robots, frequently [[FascinatingEyebrow wiggle his eyebrows]], and [[PoseOfSupplication beg for mercy]] upon his defeat, [[OverusedRunningGag Every single time]]. The guy is basically a living paradox. The best example of this, is the time he stole the world's strongest robots, while wearing a rather [[PaperThinDisguise flimsy disguise]].

* Dr. Robotnik/Eggman of the ''SonicTheHedgehog'' games is legitimately threatening most of the time. However, in the ''{{Adventures of Sonic the Hedgehog}}'' cartoon, he is depicted as both harmless and hilarious, aided by the stellar {{Large Ham}}ming of the late Long John Baldry.
