Any given regeneration is immortal (Baring accidents), but the apparent age can vary wildly (Time Lords have appeared to be in their twenties to in their eighties). This also may be averted for before a Time Lords first regeneration. They apparently do start as children, but if the First Doctor is any indication, can grow in appearance to be quite old.
