This was because he was actually a ventriloquist dummy who was the split personality of Arnold Wesker (appropriately titled the Ventriloquist), and Batman has used it to figure out his identity a few times when Scarface was trying to pretend he was somebody not made of wood. This speech impediment was not carried over to Scarface's appearances in ''WesternAnimation/BatmanTheAnimatedSeries'' or ''WesternAnimation/TheBatman'', since it was deemed too awkward.
