Instead he shoots the wheel-user with his arm cannon at the moment the wheel hits him, and uses the momentum gained by this and his ArmCannon to get high enough to kill a high-flying enemy and the one swinging combined force of the wheel around and the cannon's recoil to get launched into the air so he can then hit another enemy who's flying above.

People lower their health in two ways: either Rocket Jump into the low 20s, or just throw yourself in an all out all-out attack.
