Xizor has no miliary might but the Black Sun apparently has the best spy network in the galaxy (aside from the Rebel-aligned Bothans) which gives him an edge as he can provide better intel than Imperial Intelligence. He advises the Emperor in various plans and Palpatine's XanatosGambit in ''ReturnOfTheJedi'' was, it transpires, actually Xizor's idea, and Xizor was the one who ''really'' gave the Rebels their Death Star info (with Palp's blessing).
