They just don't follow "the rules" of on-screen romance. At least the Doctor and Rose got to snog a few times. In a 2015 interview with Wil Wheaton shown as part of a theatrical screening of two episodes, Creator/PeterCapaldi confirmed that the "chastity couple" aspect was intentional because it was "more fun" to play a relationship based upon what was unsaid, rather than just outright saying "we're crazy about each other".
