** Actually, making sure that mutants don't become a menace to baseline humanity is precisely what the much-maligned Mutant Commission Office is technically all about. In practice, they tend to fall into the 'covert black ops' category while doing their best to keep looking ''officially'' legitimate because they're an international organisation that needs government permission in order to be able to legally operate in a given country at all. Thus far, they do have that permission in a ''lot'' of countries (with a couple of small nations ruled by supervillains as the main exceptions), and their presence in the US in particular is certainly felt.
