* Right, so, in ''Naruto'', there's this [[GenericEvilOrgnizationSquad group of bad guys]]. After one bites it, this minion of the ManEatingPlant guy gets promoted to full [[QuirkyMinibossSquad miniboss-status]]. He seems kinda lame, but as it turns out, [[spoiler:he's not only the organization's founder and secret leader, he's orchestrated nearly every major development in the series' history for over a hundred years]].

* Everything the knights face in ''MontyPythonAndTheHolyGrail'', from the French, to the triple-headed monster, to the KillerRabbit. Silliness is inescapable in a Monty Python film, so anything dangerous from the same work is going to be this trope.

* Dr. Light ([[Game/MegaMan not that one]]) of the {{DCU}} was originally a comedic joke villain of the TeenTitans until in the CrisisCrossover ''IdentityCrisis'' it is revealed that the comedic persona was fabricated when Zatanna mind wiped him after he raped [[FunPersonified comedic hero]] Elongated Man's wife. The mind wiping was undone and he went into a painfully exaggerated MemeticMolester form to the point where it was {{Lampshaded}} that being a rapist "[[NeverLiveItDown was like his power now.]]" After a while DC killed him off much to many a readers' joy.
* {{Deadpool}} is the most ridiculous and absurd mercenary in the business, but that doesn't stop him from being able to go toe-to-toe with such grim professionals as Bullseye or Elektra.

* The Evil Mastermind, an EvilGenius from the ''GlobalGuardiansPBEMUniverse'', is this. He favors grandiose schemes and XanatosGambits and schemes within schemes within schemes. (Whaddaya want? He's a super-intelligent twelve year old boy.) Most of the heroes consider him a joke. But you know, he did almost poison New York City's whole water supply tha tone time. And other time he actually had control of the nation's air traffic control systems for nearly half an hour...

* Zim from [[InvaderZim ''Invader Zim'']] arguably qualifies. He has access to extremely advanced technology (courtesy of the Irken Empire), but he is either too busy goofing around or [[DisproportionateRetribution using his vast arsenal of weaponry against Dib.]]

** And in the most recent series, Michelangelo is arguably a heroic example - he's explicitly the most formidable of the turtles.

* Lex Luthor [[DependingOnTheWriter varies]] from MagnificentBastard to IneffectualSympatheticVillain, but one shudders to think what might have happened had {{Superman}} not stopped him all those times....

* Deadpool is the most ridiculous and absurd mercenary in the business, but that doesn't stop him from being able to go toe-to-toe with such grim professionals as Bullseye or Elektra.

* In "{{Trinity Blood}}", we get a rare hero example. Abel Nightroad is portrayed as a complete and utter moron throughout the entirety of the series. But beware! Threatening just about ANYone he cares about is [[BerserkButton a really bad idea]]. [[spoiler:"Nanomachine 02, ouput 40%." <<< This phrase activates an [[HighOctaneNightmareFuel utterly terrifying demon monster]] that eats vampires. [[CrouchingMoronHiddenBadass Moron indeed]] ]] BEWARE!

* In the old Valiant Comics series for TheLegendOfZelda, Zelda points out that regardless of how often the forces of good win, they're still on the losing side. Ganon has [[WeHaveReserves effectively endless hordes of minions]], the good guys have... Link and Zelda. If Ganon ever [[GoldenSnitch gets his hands on]] [[MacGuffin the rest of the Triforce]], [[ShootTheShaggyDog they're screwed.]]

** Then again, he suffered from VillainDecay in the sense that he was destroyed by Digimon that were one level lower than him, whereas his previous version effortlessly curbstomped them and gave a Digimon of equal level a very hard fight. SoYeah.

** It's implied in a few stories that without Superman to challenge him, Lex could have potentially helped the entire world with his genius. However, he spends his time all on various 'get Superman' schemes. It varies with the writter though.

** His [[NumberTwo second-in-command]], General Melvar, almost goes to the opposite extreme. The persona he shows everyone but Zsinj is almost extraordinarily cruel, sadistic, and an AxeCrazy idiot. When they're gone, his features are curiously bland, he enjoys startling his Warlord, and he's a DeadpanSnarker. They'll both [[KickTheDog kick puppies]] like there's no tomorrow, but they're more businesslike about it.

*** He was defeated by [=SabreLeomon=], who is a Mega Level, same as [=MetalEtemon=].

* In ''{{Kuroshitsuji}}'', we have Lau. You know, the goofy guy who constantly barges into the Phantomhive mansion and irritates the crud out of Ciel? [[spoiler: [[ObfuscatingStupidity it was all an act.]] Oh, and he was the head of the Chinese mafia.]]

* The original Silly Villain, though, was Garland "I will knock you all down!" from ''FinalFantasyI''. Who knew [[spoiler:that the very first boss you fight would wind up being the final boss, Chaos, in a ''huge'' XanatosGambit?]]
* [[FinalFantasyVI Kefka]]. Over the course of the game he goes from a cackling nutjob in clown makeup, with fairly unremarkable combat abilities, to a PhysicalGod.

* Skeletor from the early 80's {{Filmation}} ''{{He-Man And The Masters Of The Universe}}'' cartoon was portrayed in a ridiculous manner at times, but there's no doubt that if He-Man and his allies didn't exist, he would have been able to create much chaos and, possibly, take over Eternia completely.

** ''TurtlesForever'' explicitly spells out that he and Krang are sitting on technology powerful enough to ''completely take over the multiverse'' and wipe out every universe's version of the Turtles if used by someone with brains.

** ''TurtlesForever'' explicitly spells out that he and Krang are sitting on technology powerful enough to ''annihilate the multiverse'' if used by someone with brains.
*** (...or possibly someone ''without'' brains, since annihilating the multiverse would pretty much be a guarantee that you annihilated ''yourself'' at the same time.)

***He was defeated by [=SabreLeomon]=], who is a Mega Level, same as [=MetalEtemon=].
