Luffy's use of Haki was still in [[HowDoIShotWeb the embryonic stage]] at that point, but he could already make it manifest visibly. At least in the anime, when he uses Haki it manifests as a gust of wind or pressure wave centered on him, that rustles loose items and makes hair and capes billow dramatically.
