** Ambassador Robert Fox is a cut above most of TOS' useless bureaucrats. He confronts both Kirk and Scotty head-on, manages to get himself beamed down over the latter's objections, and once the true nature of the situation on Eminiar becomes apparent, he picks up a disruptor and joins the fight. And when it's all over, he manages to negotiate a successful peace treaty between two planets that have been at war for centuries.
