Even the Cult of Skaro, specifically intended by the Daleks to be individuals and consider new ideas, turned on their leader when he favoured becoming "less Dalek" in order to ensure the survival of their race. How does a Dalek say, "[[Recap/DoctorWhoS35E2TheWitchsFamiliar You are different from me]]"?
