*WeHaveReserves: Leto Barbaden, the Imperial Guard Colonel turned planetary governor in ''The Killing Ground''. Having been a quartermaster and logistician before his BattlefieldPromotion to the leadership of the regiment, he has zero regard for the lives of his men, or, for that matter, the lives of the opposition or those of civilians whom he deliberately sacrifices to achieve his goals. Far from being conflicted about his disregard for casualties, he congratulates himself for his acumen in realizing that, in the GrimDark 41st Millennium, manpower is the one resource the Imperium can afford to squander with abandon.
