Gor has less gravity than Earth, but it is the Goreans who are described as much more physically strong mainly because they work physically a lot of the time, having no mechanised industry; much like a modern Englishman could not pull an Agincourt-era longbow. However, Earth-raised Tarl Cabot does reap the benefit of his Earth muscles once he has had some warrior training, and Jason Marshall doesn't do too badly either.
