I don't think those are requirements, though the main page suggests on its penultimate paragraph that it can apply if the character is named "Richard". Granted, I believe "Dick" is a shortened form of it. Also, it's possible for a female to be named this, like as a Gender Blender Name. I also cleaned up the grammar in the unabridged gag.
